Chief of Party/Program Director Needed in Zambia


Job Description
Devex is assisting a global engineering, consulting, construction and operations company in identifying candidates for the position of Chief of Party/Program Director  for an upcoming five and one half year $354 millionProgram, funded by MCC to advance economic growth and reduce poverty in Zambia.  
Our client  specializes in infrastructure development, energy, water, telecommunications, management consulting, federal and environmental markets. 

Brief overview of the project:
The overall goal of this project is to deliver the Lusaka Water Supply, Sanitation and Drainage (LWSSD)  Project with the highest quality, on time, and within the established program budget.
The LWSSD Project will include infrastructure improvements for the intake/treatment plant, transmission lines, and the primary distribution network, along with specific interventions aimed at achieving reductions in unaccounted for or non-revenue water (NRW); rehabilitation and expansion of certain water supply distribution lines; rehabilitation and expansion of certain sewer systems; and rehabilitation of specific drainage infrastructure.

Responsibilities:
The CoP/Project Director will provide strategic direction and overall management of the team with the overall responsibility of ensuring that the  program is coordinated and activities are sequenced appropriately. He/She  shall be based in Lusaka for the full duration of the respective contract and should have experience and qualifications in management of infrastructure development projects of similar size and scope.
The COP/Project Director will:
  • Supervise senior technical, administrative and construction management staff, including staff responsible for diverse technical activities related to workforce development;
  • Represent (primary point of contact) the program with MCA-Zambia, the host government and stakeholders; 
  • Serve as the strategic guide for program activities within all sectors – ensuring the program meets all required targets and anticipated results; 
  • Oversee development and implementation of administrative and operational procedures; strengthen finance, operations.

Requirements:

Education: 

  • Minimum of Bachelor's degree in a technical discipline such as engineering, construction management, project management or administration or an equivalent and related field.

Experience:
  • Minimum of 10 years of international development experience in managing and implementing large workforce development, economic growth, or livelihoods programs.
  • At least 7 years of successful experience as Project Director or Chief of Party of large donor-funded technical assistance teams for projects of similar magnitude and complexity, particularly in Sub-Saharan Africa.  
  • At least 10 years of progressively responsible supervisory experience, including:
    • Direct supervision of professional and support staff.
    • Experience in building and effectively supervising a diverse team of employees.
    • Quality evaluation of staff performance and deliverables.
    • Contract management.
  • Demonstrated expertise in workforce development. 
  • Prior experience in designing and implementing economic growth programs in the region is highly desirable.
  • Excellent interpersonal skills and demonstrated ability to hold staff accountable for quality outputs and results as well as communication with external stakeholders such as governments, donors, etc.
  • Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues.
  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines.
