Job Description
The HHISP is an Australian Government AusAID funded project that supports the implementation of the Health and HIV programs on behalf of AusAID and GoPNG, with its overarching objectives being to improve maternal and child health outcomes and deliver increased health and HIV services to the rural majority and high risk populations in support of the Partnership for Development Outcomes. The project is managed by Abt JTA in association with the Burnet Institute.
Despite the construction of nearby Digicel PNG 3G towers, internet speed in Daru, Western Province, PNG remains slow. This position will provide high-level technical support with the immediate aim of improving internet speed in Daru to improve communications and health service delivery in Daru. Immediate responsibilities will include:
- Undertake a field investigation into the slow internet speeds in Daru despite the construction of Digicel 3G Towers;
- Provide a report summarising investigations of between 1 and 5 pages that outlines the reason for slow internet speed and makes recommendations for improving the internet speed. (This document should contain all the technical specifications andt also a plain-English version that can be understood by non-technical reades).
- To build strong and productive relationships with relevant stakeholders
Working in PNG the Adviser will report to the AusAID PNG Program Director, Health and HIV.The ideal candidate should be able to demonstrate al of the following:
- Ten years of combined relevant professional experience and education.
- Demonstrated high-level technical expertise and understanding of wireless Internet systems, third-generation (3G) signals and tower placement.
- Demonstrated established contacts and relationships with the relevant parties in Papua New Guinea, for example Digicel PNG, NICTA, Telikom PNG, PNGSDP etc. would be advantageous.
- Recognised professional qualifications as a telecommunications engineer or similar relevant qualification.
- Experience working in developing countries and harsh environments.
- Experience in Papua New Guinea or the Pacific is preferred. Experience in tropical climates is desirable.
- Demonstrated excellent interpersonal and cross-cultural skills, and a proven ability to liaise effectively with a diverse range of stakeholders.
- Exceptional written and verbal communication skills, with the ability to communicate at all levels and produce high level reports.
