Job Description
PATH is seeks an experienced Finance and Administrative Manager to oversee the day-to-day financial and administrative operations for the UK Department for International Development (DFID)-funded Southern African Regional HIV Prevention Evidence Programme. The program is designed to strengthen evidence-based HIV prevention programming through establishing ‘good practice’ in using research and routine data for HIV prevention in adolescents and prisoners. The geographic scope of the framework agreement is southern Africa specifically including but not limited to Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, and Zambia.
Located in Johannesburg, the Finance and Administrative Manager will be responsible for the following key activities:
- Oversee the installation of the project accounting and financial management system to ensure that the financial planning, monitoring and reporting needs of DFID, the Project Director, PATH offices, partners, and subgrantees can be met in a comprehensive and timely manner
- Draft performance reports for DFID.
- Provide appropriate information, advice, and technical assistance to partners and subgrantees on project related financial, administrative and compliance issues including:
- Providing clear guidance on financial reporting requirements and feedback on review of monthly budget vs. actual reports.
- Conducting financial and compliance pre-qualification of reviews of potential subgrantees.
- Coordinating the receipt of appropriate audit reports, review and follow up of audit findings.
- Providing guidance on all aspects of agreement compliance issues including procurement, property administration, and grant amendment processes.
- Supervise the project procurement and inventory functions, ensuring that such procurements comply with DFID requirements.
- Design and manage a system to monitor financial and grants management needs, and train relevant staff to use the system.
- Provide capacity building as needed to partners and subgrantees in budget development, financial reporting and grants monitoring.
- Track cost share with PATH and partners to comply with cooperative agreement requirements.
- Manage Project Administers.
Job Requirements
Required Skills- Fluency in English to include reading, writing and speaking.
- Proficiency in developing complex budgets and financial monitoring systems.
- Demonstrated ability to implement and monitor sub-grant awards.
- Advanced financial and administrative skills, including mastery of computerized accounting systems.
- Ability to supervise and work effectively with team members on project finance and administrative issues and tasks.
- Ability to prioritize, multi-task, and complete work in a timely manner.
- Excellent written and verbal communication skills.
- Highly organized with excellent attention to details; adaptable to changing priorities
- Proficient in Microsoft Word, Excel and Quickbooks
- Ability to manage multitasks involving numerous partners and subgrantees.
- University degree in Finance, Accounting, or Business Administration from an accredited institution.
- A minimum of five years' experience in the administrative and financial management of large scale donor-funded grants for healthcare, HIV/AIDS or relevant field; DFID experience highly preferred.
- Demonstrated record of successfully managing grants for donor funded programs is essential.
- Demonstrated experience in developing and managing large budgets.
- Demonstrated experience in auditing and accounting.
- Experience in capacity building of sub-grantee organizations.
- Strong connections with civil society in the Southern Africa region.
Must have legal authorization to work in South Africa
